Safes are always at set locations on each map and always contain the same item in BIGFOOT.
Summary
Items located in safes are: M4CL, AVM, and Dynamite. To unlock one, you must find a four-digit code located in or around a nearby POI. Codes are small yellow notes and have a colour matching the safe they correspond to on the top right of the page.
